Requirements
What do I need to apply for permission?
1. Submit the request for a written visit to the Ministry of Mines and Energy of an official of the General Directorate of Hydrocarbons to the lot where the plant is planned to be built, attaching a general description and detailed justification of it.
2. Deliver the general location plan, indicating the location of other supply plants if they exist and sites of high population density, storage capacity, fuel that will be sold in the area of influence to be supplied; approximate investment, and way of supplying fuels.
Note: High population density projects may not be carried out within one hundred (100) meters of fuel supply plants.
3. Once the visit has been completed and based on the report presented by the official of the Ministry of Mines and Energy, the construction of the supply plant will be authorized or denied by means of a reasoned resolution.
4. The resolution authorizing the construction of a supply plant will be valid for six (6) months. If after this period the indicated plans have not been submitted, the construction authorization will be precluded.
5. In case of the construction being completed, the interested party must submit to the General Directorate of Hydrocarbons of the Ministry of Mines and Energy for study: A technical report with a detailed description of the project; authorization of the competent entities for the preservation of the environment in the areas that require it.
6. Demonstrate authorization from the Ministry of Public Works and Transport in case the supply plant is located on national roads.
7. Deliver an authentic certificate of title to the duly registered lot or proof of the corresponding legal act or business that allows you to build the supply plant.
8. Submit the plans to the appropriate scale and signed by a duly registered engineer or architect:
a) Lot location plan indicating: 1) Street crossings; 2) sewer lines; 3) general drainage point of the plant; (4) location of establishments; 5) high voltage overhead or buried cables in the lot area; (6) rivers or streams; 7) connections to pipelines or refineries from which the plant will be supplied; When this requested information does not apply, you must indicate it.
b) General floor plan, with the location of the buildings, tanks, fillers, pipes, pump house, warehouses, workshops, and water installation network for fire systems.
c) Floor plan and filler cuts.
d) Plan of the storage tanks with the indication of the following characteristics: thicknesses and type of steel of the sheets, diameter, volume, diameter of the holes, specifications of the valves and accessories, and respective construction standards and products, which will be stored in each tank.
e) Drawing of the network of fuel pipes within the plant, indicating the type, diameter, thickness, and maximum working pressure.
f) Plan of the fire system.
g) Plan of water-product separator systems and connections to sewers or drains.
h) Plan of the electrical system.
i) The Ministry of Mines and Energy may require additional written information in relation to the project. Its previously authorized and duly identified officials may inspect the works at any time and communicate to the interested party in writing the observations it deems appropriate.
Note: No construction may commence without prior approval of the plans by the Ministry of Mines and Energy.
