Torres explained that the selection of sectors and subsectors was based on a two-phase approach. The first phase focused on ensuring that the formalities were cross-cutting across all sectors, relying on a study conducted by the firm IDOM in 2020. “We focused on regulatory coherence and the virtual development of the procedures, allowing investors to carry out most of them virtually, without the need for face-to-face assistance,” Torres explained.
In the second phase, the government's priorities were aligned, especially in its reindustrialization policy, with a focus on pre-operational procedures. This strategy has enabled the VUI to expand its scope from 18 procedures available in the first phase to 30 procedures in the second phase.
When asked about the significant changes observed and future projections, Torres stressed the importance of the project's sustainability. “It is essential to continue growing, incorporating more entities and key procedures,” he said. In addition, he stressed that the investment plan for 2025 includes resources to ensure the continuity of the project, regardless of changes in administration.
Torres also mentioned the need for territorial expansion, establishing standards and protocols so that investment is effectively articulated in the country's regions. “We have worked closely with ProColombia and the Regional Investment Promotion Agencies (APRIS) to strengthen technological capabilities and specific procedures, so that investors find it easier to find procedures through the VUI and can materialize their investments, thus boosting economic and social development in Colombia,” he said.
